11:10 YUSCHENKO POINTS OUT VIOLATION OF LAW IN REGISTRATION AND ISSUE OF ACTS ON PROPERTY RIGHTS TO LAND | |
Kyiv, August 5 (Interfax-Ukraine) – Ukrainian President Viktor Yuschenko, in a letter to Ukrainian Prime Minister Yulia Tymoshenko, has demanded that urgent measures be taken to prevent violations in the registration and issue of state acts on property rights to land. The letter was posted on the official Web site of the head of state on Tuesday. The president said that almost seven million people who used their rights to privatize land plots have not received state acts on property rightd to land, and work on the issue of state acts to owners of certificates has not finished. Yuschenko said that problems in the sphere have worsened in the light of the continuous reorganization of state land bodies and staff rotations. "The heads of land departments are appointed according to party lists without having the required skills, education and experience and without the agreement of the local state administrations," reads the letter. Yuschenko said that he receives appeals from citizens complaining about the lack of forms for state acts on property rights to land plots and the delay in the issue of the state acts. The president demanded that urgent measures be taken to increase the efficiency and transparency of the work of state land bodies and prevent violations in the registration and issue of forms for state acts on property rights to land. The head of state also demanded the adoption of legal acts required to make land documentation drafting and registration simpler and cheaper. Yuschenko also demanded that he and the public receive monthly reports on the results of actions taken by the government to resolve the problem. | |
