UKRAINE COULD SELECT PARTNER AT TENDER TO REALIZE PROJECTS TO BUY MILK TANKERS AND GRAIN ELEVATORS, SAYS UKRAGROLEASING

Kyiv, August 4 (Interfax-Ukraine) – Partners are to be selected at tenders to realize two investment projects to buy milk tankers and grain elevators, projects for which the Cabinet of Ministers has permitted National JSC Ukragroleasing to raise state-secured loans.

The first deputy head of Ukragroleasing, Yevhen Tsip told Interfax-Ukraine that officially there is promising investment worth $1.2 billion, taking into account cabinet decisions.

"There are state guarantees for $600 million in Japanese investment and $600 million in Canadian investment. In the near future, another option is to appear from South Korea," the press service told Interfax-Ukraine, citing Tsip

He said that the funds would be spent on projects to buy milk tankers and elevators.

He said that at present, working groups are considering two options - Japanese and Canadian ones.

"The winner could be selected at a tender," Tsip said.

Commenting on the said projects, he said that at present, the Canadian offer is the best one.

He said that Canadian partners are ready to work without a 15% advance payment and issue a credit to Ukragroleasing.

"The only issue unsettled is customs clearance fees, and as far as I know, the Canadians are ready to settle the problem themselves," he said.

The Korean project is rather promising too, he said.

Commenting on other details of the projects, he said that the State Bank of Japan had agreed to issue a credit only if 50% of the equipment were to be produced in Japan.

Japan does not produce milk tankers now, [but] the country is ready to supply Suzuki or Mitsubishi chassis, while tankers would be produced in Poland.

"Japan does not agree to cooperate with Ukrainian producers, while our Karlovsky engineering plant can produce 300 tankers per year. It produces only barrels, while milk refrigerators and mini express laboratories should be installed in the tankers, which could be ordered in Poland," Tsip said.

He said that Japan does not agree to this option, so the talks are continuing.

"Thus, we can only talk about possible prospects for investment projects, and the mechanisms and details are [to be] thoroughly elaborated by specialists. The programs should be mutually beneficial for all partners," he said.
