16:51 SEVASTOPOL AUTHORITIES ASKING TO RAISE COMPENSATION FEES FOR RUSSIAN BLACK SEA FLEET'S BASING
Sevastopol, July 28 (Interfax-Ukraine) – Ukraine's leadership should raise the amount of compensation paid to Sevastopol for hosting the Russian Black Sea Fleet in the city, as Russia's payment for its fleet's basing annually covers $97.75 million of Ukraine's foreign debt. Chairman of the Sevastopol city council Valeriy Saratov told this to reporters, when asked about the amount of payments that the city is receiving to compensate for the inconveniencies of the Black Sea Fleet's being based on its territory. He believes that Sevastopol can claim half of the $97.75 million, or UAH 750 million a year, whereas the city currently gets only UAH 100 million, and this amount hasn't changed for several years. This sum does not compensate for Sevastopol's actual losses and unrealized opportunities from using the occupied territory of the city, the politician said. Saratov said that the Black Sea Fleet currently occupies over 3,300 hectares of land, and some of the plots are located in the areas that are important for the city's development, in particular its piers, which could be put to a non-military use and could help fill the city's budget. The issue of the compensation for the Russian Black Sea fleet's deployment in Ukraine should be included into the law on the city of Sevastopol, which hasn't been passed yet by Sevastopol city council, he added.
