18:28 S&P CHANGES RATING OUTLOOKS FOR SIX UKRAINIAN REGIONS FOLLOWING SOVEREIGN OUTLOOK REVISION
London, August 3 (Interfax) - Standard & Poor's has changed the outlooks on its issuer ratings for six Ukrainian regions following the affirmation of its "CCC+ /C" long- and short-term sovereign foreign currency issuer ratings for Ukraine and decision to change its outlook on these ratings from "positive" to "negative," the ratings agency said in a press release. The outlook on the City of Kyiv remains "negative." The outlooks on the Autonomous Republic of Crimea and on the cities of Dnipropetrovsk, Luhansk and Ivano-Frankivsk were changed from "negative" to "positive", and ratings on the cities of Lviv and Odesa from "negative" to "developing." S&P said the outlook revisions reflect recent progress with structural fiscal-sector reforms in keeping with the terms for a $16-billion International Monetary Fund (IMF) stabilization credit, and which triggered the disbursement of a third tranche of this facility, totaling $3.2 billion, at the beginning of last week.
