Kyiv, August 3 (Interfax-Ukraine) – Kyiv city state administration has said the prolongation of the exploitation of the Bortnichi biological treatment plant's silt-processing units for another five or six years will cost UAH 100 million.

"We need UAH 100 million to prolong the exploitation of the Bortnichi biological treatment plant's silt-processing units for five or six years and finish its reconstruction," the acting head of Kyiv city state administration, Anatoliy Holubchenko, told the press last week.

He expressed hope that by November proposals on the issue of a state-secured credit for the plant's reconstruction would be approved.

"I think that today a cabinet resolution on the creation of a working group will be issued, and by November we should submit approved proposals on the project and the sum of the state-secured credit, which we need to raise for the reconstruction of the Bortnichi biological treatment plant," Holubchenko said.

Asked whether the issues of the allocation of additional land plots in Kyiv region for new silt-processing units was discussed, he said that UAH 6 billion is needed to buy land plots offered by Kyiv region.

"Only UAH 1 billion is needed to expand silt-processing units and fix a dam, which is six times less [than funds needed for the purchase of new land plots]," he said.

As reported, in late April 2009, Holubchenko said that Kyiv City State Administration is to attract a credit for up to 30 years and worth up to EUR 800 million from Japanese companies, against guarantees from the Cabinet of Ministers.

Earlier it was estimated that it would cost EUR 420 million to reconstruct the Bortnichi biological treatment plant.

In April 2009 Kyiv administration decided not to expand the silt-processing units via the purchase of land plots, but to reconstruct the dam.

UAH 32 million was allocated in 2009 to draw up the blueprints for the reconstruction of the plant. The blueprints are to be ready by late 2009 and reconstruction is to start in early 2010.

The Bortnichi plant is the only environmentally friendly enterprise in Kyiv that processes city sewage.
