Kyiv, August 3 (Interfax-Ukraine) – The President of the National JSC Energy Company of Ukraine, Volodymyr Zinevych, has said that he doubts a successful privatization of state stakes in 14 regional electricity supply companies in 2009, which were transferred to the statutory capital of the holding.

"Considering problems with funding and not the best situation on the market, I'm skeptic about the privatization of such a large number of controlling stakes in regional electricity supply companies," he told Interfax-Ukraine.

He also voiced fears that potential buyers of the electricity supply companies would not be able to implement social and investment commitments undertaken by them in full.

"Even if potential buyers find required funds, they would not be able to fulfill those commitments, which would be lodged on them," Zinevych said.

As reported, acting head of the State property Fund of Ukraine, Dmytro Parfenenko, on July 30 said that a procedure for the privatization of state controlling stakes in regional supply companies had started.

He said that the clear schedule for the privatization of the stakes would be defined after a thorough marketing research.

At the first stage, the stakes would be transferred from the statutory capital of Energy Company of Ukraine, then they would be assessed, and draft conditions for the sale of the stakes would be drawn up. Parfenenko also said that the first stake could be put up for sale in September 2009.

Energy Company of Ukraine, created in 2004, unites state electricity assets.

The holding's statutory capital includes a 75% stake in OJSC Vinnytsiaoblenergo, 75% in OJSC Dniprooblenergo, 75% in OJSC Volynoblenergo and 75% in OJSC Zakarpattiaoblenergo, 65.06% in OJSC Donetskoblenergo, 60.25% in OJSC Zaporizhiaoblenergo, 50%+1 in OJSC Kyivenrego, 70% in OJSC Krymenrego, 70% in OJSC Mykolaivoblenergo, 51% in OJSC Ternopiloblenergo, 65% in OJSC Kharkivoblenergo, 70.01% in OJSC Khmelnytskoblenergo, 70% in OJSC Chernivtsioblenergo, 46% in OJSC Cherkasyoblenergo and 25.01% in OJSC Odesaoblenergo.

In addition, Energy Company of Ukraine has transferred a 25.02% stake in OJSC Prykarpattiaoblenergo, a 25%+1 stake in OJSC Poltavaoblenergo and a 25%+1 stake in OJSC Sumyoblenergo to the State Property Fund of Ukraine.
