Kyiv, August 7 (Interfax-Ukraine) –The Ukrainian cabinet on August 5, 2009 approved a target economic program on the development of the domestic market for the period until 2012 designed by the Economy Ministry that foresees measures to increase the quality of products.

A press release of the Economy Ministry issued on Thursday reads that increasing product quality will require the drafting and adoption of legal acts, the creation of European principles for modern infrastructure of quality control, the taking of organization measures on training and improving the skills of specialists in executive power bodies and business and effective controls over products sold.

The target program, in particular, foresees the drawing up and adoption of national standards, the introduction of modern quality control systems, and independent tests of the quality of products, raw materials, semi-finished products and spare parts.

In addition, test systems for the detection of the type and amount of GMO content in food and farming products would be designed, produced and registered, and GMO testing laboratories would be created.

The press release says that the Economy Ministry submitted a draft resolution on some issues of scientific and methodological coordination of activities of GMO testing laboratories to the cabinet.

The ministry also said that in the near future a concept of an import replacement policy, a key task of which would be product quality improvement, would be drawn up.

The ministry also said that the cabinet has approved a plan for a state program on the protection of consumer rights for 2008-2011. The program foresees the improvement of the quality of domestic products and their competitiveness, designing new legal acts on the protection of consumer rights and the revision of existing ones in line with the requirements of the European Union, and measures to protect the domestic market from dangerous and low-quality products.

In addition, the government, at the proposal of the Economy Ministry, adopted a resolution on labeling food and farming products with GMO.
