ANTI-CRISIS SPENDING TO BE PART OF RUSSIA'S 2010 BUDGET, SAYS KUDRIN

Moscow, July 30 (Interfax) - Russian Deputy Prime Minister and Finance Minister Alexei Kudrin has denied media reports that the government's anti-crisis program will be eliminated in 2010.

"The anti-crisis package in 2010 will consist of several hundred billion rubles. The program is not being canceled. We are not ignoring the crisis," he said at a briefing on Thursday.

"Since these measures were taken this year, we specially put them aside. Next year, they will become a part of the budget and will not be taken off the list," he said.

Specifically, Kudrin said that 43 billion rubles have been allocated for a program to support employment this year and 38 billion rubles will be earmarked next year. Subsidized interest rates will also be kept in a number of industries in 2010, he said. Some 250 billion rubles will be earmarked to capitalize banks, while Russian Railways (RZD) will receive subsidies of 25 billion rubles.

In addition, the government is earmarking 80 billion rubles in reserves for the 2010 budget that can be spent on anti-crisis measures, he said. The government will also provide 10 billion rubles in preferential loans to some regions next year.
